Motion – Councillor I. Skalski – Service Levels for Equipment Used in Rural Operations
File No. ACS2026-OCC-CCS-0103 – Orléans East-Cumberland (1), West Carleton-March (5), Orléans South-Navan (19), Osgoode (20), Rideau-Jock (21) WHEREAS the City of Ottawa relies on specialized fleet equipment to undertake rural road maintenance, ditching, grading, drainage improvements, shoulder maintenance, and other seasonal infrastructure work; and WHEREAS Ottawa's construction and rural maintenance season is constrained by weather, making the availability and reliability of specialized fleet equipment essential to delivering planned work programs and maintaining safe infrastructure; and WHEREAS prolonged equipment downtime reduces productivity, delays scheduled maintenance, increases costs, and limits the City's ability to complete seasonal work within the available construction window; and WHEREAS Council has an interest in ensuring that fleet management practices maximize equipment availability and minimize operational disruptions during the active maintenance season; THEREFORE BE IT RESOLVED that staff undertake a comprehensive review of the reliability, availability, repair frequency, repair duration, and lifecycle costs of specialized fleet equipment used to support rural road and drainage maintenance operations; and BE IT FURTHER RESOLVED that the review include: a) an inventory of specialized fleet assets supporting seasonal rural operations; b) the number of repair events experienced by each asset over the previous three years; c) the total number of days each asset was unavailable due to repairs, preventative maintenance, warranty work, parts availability, or other causes; d) the repair, maintenance, and lifecycle costs associated with each asset; e) identification of recurring mechanical failures, procurement delays, parts shortages, staffing constraints, vendor service delays, or administrative processes that contribute to extended equipment downtime; f) recommendations to improve preventative maintenance practices, parts inventory, fleet replacement planning, procurement processes, and operational procedures to reduce equipment downtime; and BE IT FURTHER RESOLVED that staff report on the feasibility of establishing a Fleet Availability Performance Standard for specialized seasonal equipment, including annual reporting to the Agriculture and Rural Affairs Committee on equipment availability during the active maintenance season; and BE IT FURTHER RESOLVED that the report examine the feasibility of establishing a target that critical seasonal fleet equipment be returned to operational service within 48 hours of being removed from service, except where major component failure or other exceptional circumstances make this impracticable; and BE IT FURTHER RESOLVED that the report identify any changes necessary to support this service standard, together with contingency measures—including reserve fleet, rental equipment, contractor support, or equipment sharing—to minimize impacts when extended repairs cannot be avoided; and BE IT FURTHER RESOLVED that staff develop a notification protocol requiring rural ward councillors to be advised whenever critical seasonal rural maintenance equipment is expected to remain out of service for more than 48 hours during the active maintenance season, when there is no mitigation plan to ensure scheduled work will continue; and BE IT FURTHER RESOLVED that staff report back with recommendations to establish ongoing Fleet Availability Performance Indicators, including, but not limited to: a) Fleet Availability Rate (%) for each category of specialized seasonal equipment; b) Average Time to Return Equipment to Service; c) Total Downtime Days by Fleet Category; d) Number of equipment outages exceeding 48 hours; e) Percentage of planned rural maintenance work delayed due to fleet unavailability; and f) Annual repair and maintenance costs by fleet category and asset age.
