GHD (by Sean Partington)
Water/Sewer: ROPEC is currently operating at approximately 50% of the average staffing level for similarly sized municipal plants, with internal staff often needing to quality-check consultant deliverables due to experience gaps. Retirement of senior staff—both internally and among consultants—has led to a significant loss of institutional knowledge and field expertise. There is strong interest in adaptive planning approaches that allow for dynamic solutioning, open pathways, and risk-informed decision-making. Master planning efforts would benefit from stronger integration across Capital Design, Construction, and Asset Management to better align priorities and lifecycle needs. Digester upgrades are expected to move forward under a collaborative delivery model, with procurement activity anticipated in the near future. Asset management capacity remains limited, with the team still maturing and facing simultaneous end-of-life issues across major infrastructure. Condition assessments are challenging due to confined spaces and hard-to-isolate structures, but there is interest in drone-based and lab-supported inspection methods.

Health & Safety: Most so called flushable wipes aren't actually flushable. They're clogging our plumbing and clogging our waterways. In addition, many contain harsh, unsafe chemicals and ingredients that shouldn't be going on one of the most sensitive areas of the body. I developed naturally formulated, truly flushable wipes to address this and am providing a no-cost pilot for one or more of the four long term care homes run by the city of Ottawa. This self-funded pilot will: -Reduce infrastructure strain and maintenance costs -Protect waterways with biodegradable wipes -Enhance resident care with skin-friendly products Upon request, the full proposal along with a third-party flushability report confirming compatibility with municipal systems will be provided. The pilot aligns with Ottawa’s Climate Change Master Plan and Champlain LHIN’s quality care standards.

Garbage/Recycling: I am seeking to engage with City of Ottawa officials to explore the potential for establishing a private-sector processing facility that converts municipal solid waste into diesel fuel, pyrolysis oil, and electricity. This initiative would support the City's waste diversion goals and sustainable energy production. To advance preliminary feasibility assessments, I am requesting access to key information from the City, including: The daily volume and composition of municipal solid waste collected, The calorific value of waste delivered to the landfill, The calorific value of existing landfill materials, The availability and zoning status of land near or adjacent to the landfill that could accommodate a waste-to-energy facility. This information will support the design, technical modeling, and investment planning for a clean technology project that could reduce landfill use, cut emissions, generate local energy, and contribute to the City of Ottawa’s climate and waste reduction objectives.
