Report Recommendation(s)
That Planning and Housing Committee recommend Council:
Approve an amendment to Zoning By-law 2008-250 for 530 Brisebois Crescent and part of 265 Centrum Boulevard, as shown in Document 1, to permit four high-rise residential mixed-use towers ranging from 30-to 40 storeys, and a mid-rise, nine storey residential building, with a total of approximately 1,505 proposed residential units as detailed in Documents 2 and 3.
Approve an amendment to Zoning By-law 2026-50 for 530 Brisebois Crescent and part of 265 Centrum Boulevard, as shown in Document 4, to permit four high-rise residential mixed-use towers ranging from 30-to 40 storeys, and a mid-rise, nine-storey residential building, all with a total of approximately 1,505 proposed residential units, as detailed in Documents 5 and 6.
That Planning and Housing Committee recommend that Council:
Direct Legal Services to seek an order from the Ontario Land Tribunal approving a settlement between the applicant and the City on the applicant’s Orléans Corridor Secondary Plan appeal such that the order resolves the Official Plan conformity conflicts described in this report and implements the Secondary Plan Amendments detailed in Document 7, and;
Direct Legal Services to place the enacting By-law for this Zoning By-law Amendment application on the agenda of Council following the day on which the Ontario Land Tribunal approves the settlement of the Secondary Plan under appeal.
That Planning and Housing Committee recommend that Council:
Delegate authority to the General Manager, Strategic Initiatives, to renegotiate the existing Option Agreements with respect to the Orléans Town Centre between Forum Asset Management and the City and any necessary agreements related thereto, and;
Delegate authority to the General Manager, Strategic Initiatives, to execute and register on title the renegotiated Option Agreements and any necessary agreements related thereto.
That Planning and Housing Committee recommend that Council approve a 373 sq m portion of 265 Centrum Boulevard designated as Greenspace in the Orléans Corridor Secondary Plan, as amended in Recommendation 2, be dedicated and credited as an in-kind contribution under the City’s Community Benefits Charge By-law on the development of 530 Brisebois Crescent and/or 265 Centrum Boulevard at a fair market value determined through an appraisal according to the Real Property Acquisition Policy and as agreed to by the owner.
That Planning and Housing Committee approve the Consultation Details Section of this report be included as part of the ‘brief explanation’ in the Summary of Written and Oral Public Submissions, to be prepared by the Office of the City Clerk and submitted to Council in the report titled, “Summary of Oral and Written Public Submissions for Items Subject to the Planning Act ‘Explanation Requirements’ at the City Council Meeting of August 26, 2026 subject to submissions received between the publication of this report and the time of Council’s decision.
Zoning By-law Amendment and Official Plan Amendment for 250 Town Square Place

That the Planning and Housing Committee recommend Council approve:
An amendment to the Official Plan, Volume 2A, Riverside South Secondary Plan, for 250 Town Square Place, as detailed in Document 2, to permit a lower minimum building height for the proposed community centre and public library fronting onto Town Square Place.
An amendment to Zoning By-law 2026-50, as amended, for 250 Town Square Place, as detailed in Document 3, to remove the maximum and minimum front yard setback requirements and lower the required minimum building height for the proposed community centre and library fronting onto Town Square Place.
Zoning By-law Amendment - Temporary Permissions for Supplemental Parking

Report Recommendation(s)
That Planning and Housing Committee recommend that Council approve an amendment to Zoning By-law 2026-50 to permit a parking lot as a principal use for a temporary period not exceeding March 31, 2027:
On lands occupied by a place of worship with an existing parking lot in the Downtown Core or within 600 metres of a rapid transit station, as identified on Schedule A4 of Zoning By-law 2026-50, and
At certain municipal facilities specified in this report.
