Proclamation of 2028 as the Year of La Francophonie in Ottawa to mark the hosting of the 21st Francophonie Summit

Plante WHEREAS on July 1, 2026, the Permanent Council of La Francophonie expressed its support for Canada’s bid to host the 21st Francophonie Summit in 2028; and WHEREAS the Prime Minister has confirmed that the 2028 Francophonie Summit will take place in the National Capital Region, including Ottawa; and WHEREAS the 2028 Francophonie Summit will bring together representatives of 90 member states and governments of the Organisation internationale de la Francophonie, and represents a historic opportunity to showcase Ottawa as the bilingual capital of Canada and the home of one of North America’s largest French-speaking communities outside Quebec; WHEREAS Ottawa City Council had communicated its support for the efforts of the bid committee and the Government of Canada to host the Summit through a motion (Motion No. 2026-73-26) approved on January 28, 2026; and WHEREAS Motion No. 2026-73-26 noted the essential contribution of Ottawa’s Francophone and Francophile community to the city’s cultural, economic, social and institutional development, including that: Francophones are an integral part of Ottawa and have been closely linked to its history and development for more than 400 years, and there are now more than 143,000 Francophones in Ottawa; Since 1970, the City of Ottawa has had a bilingualism policy that has served as a springboard for continuous improvement in the delivery of French-language services to the city’s Francophone residents; and WHEREAS the City continues to engage with the Francophone and Francophile community and related organizations, joining the International Association of Francophone Mayors in February 2026; and WHEREAS by hosting the 2028 Francophonie Summit, Ottawa will serve as a focal point for celebrating the richness and resilience of the French language in Canada and throughout the world; and WHEREAS the Summit is an opportunity to demonstrate the vitality of Ontario’s Francophone community, highlight Ottawa’s Francophone and Francophile community, and leave a lasting legacy for the community through the strengthening of French-language services and the promotion of the French language within municipal facilities and public spaces; THEREFORE, BE IT RESOLVED THAT Ottawa City Council proclaim 2028 as the “Year of La Francophonie in Ottawa” in recognition of hosting the 21st Francophonie Summit, as described in this motion; BE IT FURTHER RESOLVED THAT Council direct City staff to collaborate with partner governments, Francophone organizations, cultural and economic institutions, educational establishments, and Ottawa’s Francophone and Francophile communities to develop a municipal program of celebration and outreach for 2028; BE IT FURTHER RESOLVED THAT the City of Ottawa work in collaboration with Ottawa Tourism and the Regroupement des gens d’affaires de la capitale nationale (RGA) to promote Ottawa in French-speaking tourism markets, in association with economic development partners, in order to increase the accessibility and visibility of French-language services throughout the city; BE IT FURTHER RESOLVED THAT the City of Ottawa encourage all community, cultural, educational and economic partners to participate in celebrating the Year of La Francophonie in Ottawa in 2028; and BE IT FURTHER RESOLVED THAT Mayor Sutcliffe provide a copy of this motion to the governments of Canada and Ontario, as well as to the Organisation internationale de la Francophonie.

Sutcliffe WHEREAS 2026 marks the 50th anniversary of the University of Ottawa Heart Institute, one of the most important civic institutions and a source of pride for residents across our city and the region; and WHEREAS the Institute's unique and independent model—bringing together specialized patient care, research, education and innovation under a dedicated cardiac mandate—has enabled it to become a global leader in heart health, delivering discoveries that translate rapidly into better patient care while helping establish Ottawa as a centre of excellence in cardiac innovation; and WHEREAS the Institute's team of physicians, nurses, researchers and frontline staff include internationally recognized leaders in cardiac care, medical science, and education, attracting talents from around the world to study, train and advance the future of heart health; andWHEREAS the Institute's internationally recognized research has led to groundbreaking advances in cardiovascular medicine, including pioneering work in STEMI care, less invasive cardiac surgery and procedures, genetic discoveries, rare cardiac diseases, advanced cardiac imaging, the Canadian Women’s Heart Health Centre, and other innovations that have improved patient care and the heart health for the people of Ottawa, Eastern Ontario and around the world; and WHEREAS the Institute is the sole provider of advanced cardiac care for a network of 16 hospitals in our region, serving nearly 2 million people across Eastern Ontario, ensuring patients and communities throughout the region have access to world-leading cardiac care close to home; and WHEREAS the Institute performs more cardiac procedures than any other hospital in Ontario, reflecting its commitment to innovative models of care, including Acute Cardiac Triage Unit which redirects patients from emergency departments across Eastern Ontario reducing the burden on partner hospitals; and WHEREAS the One Million Canadian Hearts initiative, which is empowering Canadians with heart health knowledge and enabling swift interventions that save lives, is building a prevention model that could change how health care is delivered. THEREFORE BE IT RESOLVED THAT Ottawa City Council: Congratulates the University of Ottawa Heart Institute on its 50th anniversary and recognizes its extraordinary contribution to the health and well-being of residents of Ottawa and communities across Eastern Ontario; and Recognizes the Institute as Eastern Ontario's dedicated centre for specialized cardiac care and celebrates the Institute model that has enabled it to become a global leader in cardiac care, research, education and innovation; and Affirms its support for the Institute's unique, independent and specialized mandate, recognizing that its independence has been fundamental to its success and strengthening said independence will be crucial to guarantee continued growth and world-leading advancements in cardiac care for the people and communities in Ottawa, Eastern Ontario, and world-wide for the next 50 years and beyond
