Elmvale Acres Branch Lease Agreement
File Number: OPLB-2026-0908-10.1 Report Recommendations: That the Ottawa Public Library Board: Approve a Lease Extending and Amending Agreement ("Agreement") with 2058280 Ontario Limited, by its agent RioCan Management Inc. ("Landlord"), for approximately 7,570 square feet of commercial space located at 1910 St. Laurent Boulevard, Unit 26, for the continued operation of the Ottawa Public Library's Elmvale Acres branch ("Premises"). The Agreement is for a term of five (5) years commencing February 1, 2027, and ending January 31, 2032. The Agreement includes a minimum rent commitment of $945,470.02 plus HST and an estimated total occupancy cost of approximately $1,325,998.06 plus HST over the term, inclusive of estimated additional rent; and, Delegate authority to the Chief Executive Officer (CEO) to finalize and execute the Agreement in accordance with the terms and conditions described in this report.

File Number: OPLB-2026-0908-10.2 Report Recommendations: That the Ottawa Public Library Board: Approve the procurement and implementation of forty-four (44) checkout units at a total cost of $902,730.78, exclusive of applicable taxes; Approve the execution of a five-year agreement with BiblioCommons Corp. for library catalogue, mobile application, suggestion management, and mobile checkout services, with a total estimated contract value of approximately $922,643.53, exclusive of applicable taxes; and, Delegate authority to the Chief Executive Officer (CEO) to execute all agreements, amendments, and related documents required to implement these procurements in accordance with Board Policy 002 – Delegation of Authority and approved funding authorities.
