The city’s TIA Guidelines (V3) and Transportation Demand Management (TDM) Tool GOHBA objects to the requests where the City lacks the legal authority to require them. It is important to distinguish what the City is legally empowered to mandate in these guidelines. The City should consider incentives for items it may merely wish to obtain as a matter of policy or discretion but are outside its legal authority.
