Subject: By-law/Regulation

Issue: OREB is concerned that the Vacant Unit Tax may be unfairly imposed on some residents of Ottawa, particularly those dealing with Landlord and Tenant Board delays, and those with long closing periods during a sale that may cross a calendar year. The Vacant Property By-law, in OREB's view, unfairly includes vacant land and subdivided lots. It also includes property being held for land assembly projects. This has a net-negative impact on property affordability.
