Motion To: That the Rules of Procedure be waived, due to the possibility of a postal service interruption commencing on or about September 26, 2018, to consider the following motion: WHEREAS on September 5, 2018, City staff were advised by Canada Post that a labour disruption affecting delivery of mail and registered mail was possible as a 60-day conciliation period between Canada Post and the Canadian Union of Postal Workers (CUPW) ended on September 4, 2018, and that a 21-day “cooling off” period was in progress; and WHEREAS a legal work disruption is possible as of September 26, 2018, if the parties do not reach an agreement by that time; and WHEREAS a number of by-laws of the City of Ottawa require that notices and other communications be provided by mail or registered mail on behalf of the City to individuals or others, or from individuals or others to the City; and WHEREAS staff advise that it is necessary to amend these by-laws to authorize alternative means of providing the
