Motion To: That the Rules of Procedure be suspended to permit the introduction of the following motion so that the Deep Roots Food Hub (DRFH) can meet their fall construction timeline. WHEREAS DRFH, a federal not-for-profit corporation, with the support of the National Capital Commission (NCC) is proposing to construct a proof of concept for a modern, geothermal community root cellar at 230 Davidson’s Side Road in Ward 7, within the NCC Greenbelt; and WHEREAS Councillor El-Chantiry and staff have been working with DRFH to find a suitable location for the cellar, which is intended to enhance food security for West Carleton residents by providing low cost, year-round storage to small-scale farmers; and WHEREAS DRFH has received several grants in support of constructing the cellar including $123,000 from the Ottawa Community Foundation and $48,500 from the Greenbelt Fund, but requires an
