ITEM: ADDITIONAL ITEM - BY-LAWS TO AUTHORIZE A $70 MILLION DEBENTURE ISSUE

Motion To: That the Rules of Procedure be waived due to timelines, as the date of completion is November 3, 2016, to consider the following motion: WHEREAS in accordance with the Finance and Economic Development Committee’s (FEDC) Terms of Reference, FEDC has the authority to enact debenture by-laws to authorize the issuance of debentures where the project debt authority has been approved by Council and the Treasurer has proceeded with one or more debt issues pursuant to Section 15, Schedule “A” of By-law No. 2014-435, the Delegation of Authority By-law; AND WHEREAS the Treasurer issued a 32-year debenture issue on October 25, 2016 with a closing date of November 3, 2016; THEREFORE BE IT RESOLVED that FEDC approve the addition of the item titled “By-Laws to Authorize a $70 Million Debenture Issue” for consideration by the Committee at today’s meeting, pursuant to Section 89(3) of the Procedure By-law (being By-law No. 2014-441).
