ITEM: OFFICIAL PLAN AND ZONING BY-LAW AMENDMENTS - 4401 FALLOWFIELD ROAD

Motion To: WHEREAS Report ACS2015-PAI-PGM-0059 recommends Official Plan and zoning changes to the lands known municipally as 4401 Fallowfield Road; AND WHEREAS the City’s Transportation Impact Assessment Guidelines (2006) require a transportation impact assessment for developments producing greater than 75 vehicle trips in the peak hour; AND WHEREAS future individual site plan control applications within the subdivision will not produce greater than 75 vehicle trips in the peak hour and given concerns expressed from residents within the community with respect to future high traffic volumes and a need to monitor traffic patterns as development progresses; AND WHEREAS the Transportation Master Plan (2013), Exhibit 2.13 notes a transit mode share for Barrhaven of 20% in 2011 and a target of 26% by 2031 and transit opportunities in the area of the proposed development is limited; BE IT RESOLVED that a covenant be registered on title of all lands located at 4401 Fallowfield Road to require the completion

ITEM: LOCAL COMMERCIAL STUDY: CITY-INITIATED ZONING BY-LAW AMENDMENTS FOR LOCAL SHOPS AND SERVICES IN RESIDENTIAL AREAS

Motion To: WHEREAS Osgoode St is well served by existing commercial uses along Laurier and Somerset St; and, WHEREAS commercial zoning risks negatively affecting the elementary school across the street; and, WHEREAS the University of Ottawa Master Plan seeks to increase mixed use on King Edward Ave nearby; and, WHEREAS the goal of this study is not to remove opportunities to revitalize existing Traditional Mainstreets; THEREFORE BE IT RESOLVED that section “J” of Map 15 be removed from the proposal; and, THEREFORE BE IT FURTHER RESOLVED that there be no further notice pursuant to Section 34 (17) of the Planning Act. .

ITEM: SANDY HILL HERITAGE STUDY

Motion To: WHEREAS the properties located along King Edward Avenue between Laurier Avenue and Somerset Street were evaluated as part of the Sandy Hill Heritage Study and found to have cultural heritage value; and WHEREAS the University of Ottawa has undertaken a large-scale planning exercise that lays out the details for the future development of its campus including these properties; and WHEREAS Action Sandy Hill has expressed concerns about the removal of these properties from the Sandy Hill Cultural Heritage Character Area; THEREFORE BE IT RESOLVED that: 1. Recommendation 1 be amended to read: “Approve the creation of the Sandy Hill Heritage Character Area for the area shown in Document 2.” 2. That staff be directed to review the boundary of the Sandy Hill Heritage Character Area in cooperation with Action Sandy Hill and the University of Ottawa, and in consultation with the Chairs of the Planning Committee and Built Heritage Sub-committee, to determine if the boundary should be amended to include
