Motion To: WHEREAS the 2014-2018 Council Governance Review recommended that the Environment Committee meet eight times a year, retaining the ability to hold Special Meetings; and WHEREAS the Environment Committee received presentations from staff and from public delegations; THEREFORE BE IT RESOLVED that the Environment Committee approve meeting eight times a year, retaining the ability to hold Special Meetings; AND FURTHER BE IT RESOLVED that the Environment Committee meeting schedule be reviewed during the mid-term governance review.

ITEM: UPDATE ON PLASCO LONG-TERM WASTE CONVERSION AGREEMENT

Motion To: WHEREAS Plasco Energy Group has obtained an order (the “Initial Order”) from the Ontario Superior Court of Justice (Commercial List) approving its application under the federal Companies' Creditors Arrangement Act in respect of Plasco Energy Group Inc. and its affiliates/subsidiaries; and WHEREAS the report entitled, Update on Plasco Long-Term Waste Conversion Agreement, states in the Financial Implications section, “At the time of writing this report, Plasco had an outstanding balance owing to the City of $27,824. It is not known at this time how much of this will be recovered”; and WHEREAS Finance staff further reviewed the Plasco Energy Group file and indicated that as of Wednesday, February 11, 2015, it is the City that owes Plasco in the amount of $15,017.31; THEREFORE BE IT RESOLVED that the report entitled, Update on Plasco Long-Term Waste Conversion Agreement, be amended to delete the sentences, “At the time of writing this report, Plasco had an outstanding balance owing to th

Motion To: That the Environment Committee recommend to Council: Receive the Summary of Waste Technologies and Approaches memorandum dated December 18, 2014 prepared by HDR Consultants and attached to this report; Receive the evaluation of the Residual Waste Management Alternative Technologies Request for Information; Approve the termination of the Long-Term Waste Conversion Agreement and Ancillary Agreements with the Plasco Energy Group (Plasco) as further described in the report; Approve that the City Manager be given delegated authority to terminate the Lease for the Plasco Demonstration Facility and any related agreements and take any necessary action in relation thereto, subject to the concurrence of the City Clerk and Solicitor, in the event that (a) one or more events occur which permit the City to terminate the Lease and any related agreements, or (b) if the City and Plasco agree on terms for termination which are within the existing legal and financial parameters previously approved by Council; an

Motion To: Whereas the Environment Committee Terms of Reference report (ACS2015-CMR-CCB-0038) referenced as item 4 on the Environment Committee agenda contained errors, both in the body of the report and in Document 1; and Whereas a revised version of the report was circulated to Members of Council on Friday, February 13, 2015 which corrected the following errors: • References to the “Transit Commission” within the Supporting Documentation and Disposition sections of the report were replaced with “Environment Committee”; • In Document 1, under ‘Specific Responsibilities’, bullet #8 was amended to replace the words “Environmental Sustainability Branch” with “Environmental Services Department”; and • In Document 1, under Specific Responsibilities’, bullet #9 was amended by deleting the words “including those related to “Choosing Our Future”.
