Motion To: That the Rules of Procedure be waived to consider the following motion, as there is an urgent requirement to align Council practice with the recent Supreme Court of Canada ruling with respect to the matter of prayer at municipal meetings: WHEREAS since amalgamation, meetings of Ottawa City Council have started with the reciting of a non-denominational prayer and the practice of including the Prayer as part of the formal listing in the Council Agenda is referenced in Subsection 29(1)(a) of the Procedure By-law; and WHEREAS, on April 15, 2015, the Supreme Court of Canada ruled in the case of Mouvement laïque québécois v. Motion To: That the Rules of Procedure be waived in order to consider the following motion in order to provide the necessary Council support in a timely manner for an individual application for a By the Glass license for KIN Vineyards. MOTION WHEREAS the Alcohol and Gaming Commission of Ontario (AGCO) has introduced a Manufacturer’s Limited Liquor Sales license (also known as a “By the Glass” license) to permit Ontario alcoholic beverage producers that already hold a manufacturer’s licence from the AGCO to sell and serve their own beverages to patrons for consumption in single servings at their manufacturing sites under certain conditions; and WHEREAS, because "By the Glass" license applicants are exempt from the public advertising process, the AGCO requires a resolution from the municipal council indicating the support of the local community before “By the Glass” licenses as part of the application for this license; and WHEREAS given the economic development potential of the alcoholic beverag

Motion To: That the Rules of Procedure be waived to consider the following motion, in order to provide the necessary Council support in a timely manner as the West Carleton War Memorial Committee has a federal application deadline of May 1st, 2015. WHEREAS a committee of local residents, spearheaded by the Carp BIA, was founded in 2011 to construct a West Carleton War Memorial to honour the men and women of the West Carleton area who have died for their country. WHEREAS the West Carleton War Memorial is proposed to be located at the junction of Donald B.
