ITEM: MOTIONS REQUIRING SUSPENSION OF THE RULES OF PROCEDURE

Motion To: That the Rules of Procedure be suspended to consider this motion at today’s meeting, as the next Mississippi Valley Conservation Authority (MVCA) meeting for the Board of Directors will be on March 18, 2015 and there is not another regular Council meeting scheduled until March 25, 2015. WHEREAS the City of Ottawa has a total of four members on the Mississippi Valley Conservation Authority (MVCA); and WHEREAS the Mississippi Valley Conservation Authority (MVCA) held its 47th Annual Meeting on February 18th, 2015; and WHEREAS the MVCA approved the following motion: “Resolved, That membership on the Mississippi Valley Conservation Authority be based on Canadian Census Data effective immediately.”; and WHEREAS as a result of the above-noted motion, the City of Ottawa is now entitled to 5 positions on the Board; and WHEREAS Janet Mason was appointed by Council on February 11th, 2015 as a reserve member to the MVCA; THEREFORE BE IT RESOLVED that Council appoint Janet Mason for the additional se

Motion To: Whereas the 2014-2018 Council Governance Review report contained the following recommendation with respect to the Built Heritage Sub-Committee’s mandate: “That the mandate of the Built Heritage Sub-Committee be expanded to include the ability to comment on Heritage Overlay matters after April 1, 2015, the ability for staff to consult on matters related to the built heritage portfolio, and to permit other Standing Committees to refer matters to the Built Heritage Sub-Committee, as outlined in this report” And whereas the Built Heritage Sub-Committee has deferred consideration of its Terms of Reference until its meeting of March 26, 2015, which will result in Planning Committee and Council approving the Sub-Committee’s Terms of Reference on April 14 and April 22 respectively; And whereas the governance report also referenced the need to develop the specific details of timelines and processes required for this broader mandate, to be determined by the BSHC with input from staff during a fac
